That cute little ballon represents a Kassam missile, hundreds of which have been launched at Israeli civilians over the past several years... The Arabs have announced that they have moved LOTS of these missiles (the REAL ones) to Judea and Sumaria, within "spitting distance" of Israel's major population centers, Tel Aviv, Raanan, Kfar Saba, Jerusalem, Afula, Hadera...you get the idea...
